"a certain amount of energy drain" "At the begining of each cycle, the RPEntity is assigned a certain amount of energy to use" "At the end of a cycle, any left over energy could be used"
In physical terms, you're referring to the amount of work done or energy transferred per unit time, which is specifically power and not simply energy.
Thus, I would distinguish between power and energy in the stats of the RPEntity:
A RPEntity could then use more power than what it should (its power rating) and become stressed as a consequence, but it could never use more energy than it actually has.
- The abuse of power (using more energy than one can use at a time: power rating) would lead to recoverable exhaustion ("Perhaps the character could lose HP and/or have a severe drop in endurance").
- The abuse of energy (using more energy than one needs to live) would lead to death.
